Leasing as a procurement instrument can be an important lever for the market ramp-up of electromobility. For this reason, government action and leasing practice were better coordinated in the leasing dialog process through an intensive exchange between politics, administration and the leasing industry, thereby increasing the effectiveness of the use of government subsidies.

In the project initiated by the Federal Ministry of Transport and Digital Infrastructure and coordinated by NOW, hysolutions was tasked with facilitating a dialogue process between the leasing industry, regional project management offices for electric mobility, and the funding authorities.

The goal was to develop recommendations for action to increase the effectiveness of government funding in the leasing of electric vehicles. These recommendations were intended to lead to optimizations on the part of the funding authorities as well as on the part of lessors and regional project management offices, thereby making the leasing of electric vehicles more attractive to users and thus supporting market ramp-up.

To this end, an intensive, multi-stage professional exchange of opinions and experiences took place between relevant stakeholders on the funding side (BMVI and NOW), a representative cross-section of the German leasing industry (representatives of leasing companies), experts in grant and state aid law (Project Management Jülich, PtJ), and the regional project coordinators distributed across Germany (Electric Mobility Project Management Offices).

hysolutions led this process, conducted systematic interviews with experts, and outlined the ramp-up of electric vehicles in the leasing industry in a meta-study.
Based on the recommendations for action formulated by hysolutions, adjustments were made to the funding system.
